Actually much of what I see down there are not "pirate" callsigns but what
we call Tactical callsigns and some are objects. For instance as you can see
the line called UNION the proper callsign is listed in the TEXT portion of
the packet which is fine. Also RANCHO, REX, RVRHTS, UCAPK all of those have
valid callsigns in the text portion, I am sure many others do also. These
operators can also send out an ID packet every 10 minutes via a a path with
NO DIGIPEATERS which would still be legal but no one other than in the
direct range area (which can possibly mean no IGATE) would see it.
I understand what you are trying to do but it may be difficult, got no
answer for that but do understand that most of what you had shown below is
not pirate per-se. It may make your task close to impossible but they are
not pirates, mostly object text.

Most of this traffic come from USA, but some EU and Asia too. This failure
users set in packet source call chars R*, U*, EX*, EW*, and other that is
true
russian/ukrainian/other-exUSSR hamradio prefixes.
So we can't filter just our activity by prefix-filter and this
'failure' packets digipeated by our DIGI's and create much useless
traffic on RF too!
What you think about why this guys use strange source call's in
their APRS packets?
