No, the A/xxxxxx format can be anywhere in the packet.  The Tnnn
is defined only at the given fixed location.  So if XASTIR is
going to automatically insert "A/xxxxxx" into an already
existing formatted packet, it must do it at the end.  Else it
breaks lots of things...
