What about either flooding the screen with his call or tracking him down and
putting a very sticky label on his windshield making it very well known that
he had been found?

Budlisting is absolutely the wrong thing to do. We need as many possible
ways to track and capture his transmissions out there as possible. If
you blacklist him he'll still operate but it will make it even harder to
track him down.
