[aprssig] APRS configuration in south Fla

The main digi that covers Miami-Dade and Broward counties (it's at 
1500') is currently down. There are 2 hospitals in Dade that are 
currently in the digi ON mode (normally they are OFF) and I have a digi 
at 20' at my QTH. I'm not sure of any "modern" digi in Broward at this 
time.
With the big digi down coverage is poor so that's why you had a rough time.
