Pete, If I understand the message the was cross posted to another SIG I'm on, the real problem is the Non ham weather stations. It's your server and bandwidth. The response I would give is "Shape up or you will be blocked!" I'm sure you prepared the server to block access to unauthorized connects? If this sounds stern it was meant to be that way. You and all the server owners and everyone down to the RX only Igate owners are to be commended for your donation of time and money to make the APRS-IS work. I hope you change your mind and bring them back someday.
I would really like to see the APRS community organize in the spirit of AMSAT. Pooling your money can make bigger things happen.
