No, this is not a recent change. This has been in place in javAPRSSrvr
since its inception at the request of the sysops to allow the CWOP
operation but reduce the likelihood of someone making use of APRS-IS for
non-amateur related use. The sysops are the ones donating bandwidth and
systems so, personally, I think they have a right to want to keep the
focus on amateur radio.
