[aprssig] APRS and Garmin Nuvi

I'm not at all sure that it's a generic solution.  I hope to find out 
from Garmin just how it works.  There's certainly not a host controller 
in the cable.

My guess is that the Nuvi detects some single-ended state on the USB 
data lines (like the USB reset state) and enters a serial mode.  It was 
certainly able to detect the fact that the cable was plugged in - it 
complained that external power was required when using a serial accessory.

I don't have much faith that the USB version of the GPS 18 would do the 
same, but I could be wrong.

It's certainly worth checking to see if someone already has an 
aftermarket cable out there.  Would probably need to go to the source to 
get a decent deal on it.  If I wind up building a tracker board that has 
the circuit built in, then it'd only need a $2 USB cable.
