Yes the APRS SPEC requires the PHG data to be the very first
field after the symbol byte.  Only Uiview accepts it everywhere.
This non-spec allowance confuses people and leads to improper
decoding on other APRS compliant systems.  

If anyone is not sending their PHG data as the first data in the
field, they should correct it if they want to be seen by other
systems.
