[aprssig] BUOY-4 Semi-manual Plotting...

Having a bit if fun chasing this thing...

   I decoded the BUOY-4 packets' Mic-E Latitudes with Excel spreadsheet formulas, using the APRS spec and aligned this with the Findu lat/Lon/Speed data.  Then I made my own map/graph of it and labeled the points with the raw packet's time stamps from findu.
   I also made a graph/map of Lat/Lon from the findu data and aligned it with the breadcrumb png.

It looks like they picked it up after the last "drifting" packet which was at 14:04 UTC.  N38 56.83'   
I added the time colons in these times.

Then, the next beacon was at 14:14 while they were steaming N.E., where findu said the speed was 20.    N38 57.68'
