This only keeps you from HEARING particular packets.     It DOES NOT 
prevent the packets from occupying air time on the channel.

APRS messages are supposed to be terse stand-alone one-liners similar to 
cell phone text messages.  

The NWS messages are entire paragraphs of text.  MULTIPLE APRS messages 
would be required to convey even a single NWS  message, let alone 
multiple NWS advisories, watches and warnings.
