Both. There are many reasons why a station sends two packets at once,  
for example with a message packet and position, or positionless  
weather and position, etc.

Anyone doing that needs to be educated. a 10 second transmit rate  
will saturate a channel with even a single digi.

Three minutes is the fastest recommended rate, and even that is too  
fast for most mobiles and trackers.
