Yes, that was the original idea.

In all client software, have mouse/keyboard activity set the
Operator-Present-Bit and increase the stations refresh rate to
10 minutes.  But decay it back out.  If no activity, after 10
minutes, then return to 30 minute rate and remove the Operator
Present Bit in the position report.
