For what kind of weather station?  The OpenTracker 1m will do that on its
own - you can use it with a Dallas 1-wire or Peet Bros station, and when its
transmit interval comes around it'll power on the radio (with an optional
20-amp solid state switch), wait the specified time for the radio to come
up, transmit a packet, and turn it off again.  I ran a low-power solar
weather station on a 5-watt solar panel that way, transmitting every 5
minutes.

You could also just use it as a timer if you had another device connected to
the weather station - set the interval to 15 minutes and the power control
delay to 10 seconds.  That'd probably be overkill, though.
