Digi-Ned would do it. Usually you run Digi-Ned from a floppy, but any 
modern cd-creator can make a boot cd from a dos boot disc. So take your 
Digi-Ned floppy, burn to CD if you prefer that media.

Digi-Ned is DOS based.
