There is an APRS compressed format, but the Kenwood doesn't use it;  
it and some others transmit the Mic-E format.  Google Mic-E and see  
if that doesn't get you a little farther.

You could also peruse the source code of xastir or some other open  
source APRS client to see how they decode it.
