There is usually enough stuff on the top of an RV that there will be a place
for an antenna mounted other than on a flat space.  If by chance that rail,
bracket, etc, is not magnetic, you can tape the mount in place.  Use a few
turns of tape to make certain it is held solidly enough for good capacitive
coupling.  I have done this with a boat, and an RV, and in both cases it
held through wind and even a little rain for 2 weeks.  Unless the flat space
is magnetic, this probably won't work very well there.
