[aprssig] APRS and the I-95 Corridor

I-70 from Columbus, OH to the WV border stinks. We could use a WIDE in
Zanesville!

Last time I investigated digis in Ohio, they were all still 
providing RELAY service and not answering WIDE1-1. That may
have improved some, but I really got the sense that no one
there was plugged into the "APRS community".
