Between Austin and San Antonio, and those areas, should be no problem.

Look up AI5TX-* (Blanco), WA5IYT-2 (Burnette), WD0ACD, WB5BBW. There are 
several in San Antonio, gates and digis, WA5LNL and N5VRP come to mind.

Midland / Odessa / Big Spring, look for KC5MVY-*, AI5TX-*, KE5PL-*. 
They're there.  I don't know about San Angelo, though.
