[aprssig] Peet Bros Weather Outlook cwaprs

Hi Russ,
I can't put the rotate.aprs.net into the box for servers.  I did talk to Jim ap Peet Bros and he helped me set up the program using their setup.  Maybe I will have to fine another program?
