APRSdos has a feature somewhat like this that lets
GPS's attached to TNC-only trackers actually display
surrounding APRS stations like the Kenwoods do.

Not exactly what you are describing, but it lets one
APRSdos station, do the conversion and then re-
transmit the surrounding APRS posits as waypoints
that the TNC-only trackers send to their attached
GPS's which then display them.

This is for special events only where you have a lot
of tnc-only trackers that want to see on their GPS's
the movements of all stations in the event.  It is
not suitable for general use, since it doubles the
local traffic load by having to convert every on-air
posit to an on-air waypoint copy for the trackers.

But it works.  Though these days, there are fewer
stand-alone TNC-only trackers because more 
people are using the dedicated firmware trackers 
that have no receiver packet decoder.
