[aprssig] USB interface to d700a

Both the 276C and the 376C have two NEMA serial ports IN ADDITION to the
USB to PC cable for uploading and downloading data to the unit. In
addition a number of the new Nextel models have GPS built-in and can
output NEMA to external devices for tracking.
