For GPL: You'd just have to make the sources available somehow. If
it were via a mention in the docs of a link to the Cygwin site, that
should be enough. I don't believe the license says _how_ you're to
make the sources available.
So... I don't see that you'd have to include the sources in what
you distribute. Even if you changed them, in which case you'd have
to make the changes sources available to whoever downloaded or
bought the binaries from you (yes, you can sell GPL'ed programs!).
You can even charge appropriate copying/handling fees for making the
sources available. As I read the GPL you don't even have to make
the sources generally available to everyone, but just to the users
downstream from you, even if you modified the sources that somebody
else created.
