[aprssig] Local Event using RELAY?

The radio won't transmit if its beacon is off will it?
 If it isn't set to transmit at set interval it won't
unless it hears something from its digi?  If it is
only hearing on .99, then it will only digi what it
hears, won't it?  If it only hears on .99 then it
would only retransmit what it heard on .99.  Why is
that so bad?
