[aprssig] Unwanted IGATEing

              APRS-SCS has two methods for looking at the raw data.
One is to look at the Raw Received Packets form. 
This form contains the raw data before going through the APRS 
phraser.

The other way is to save a log file and then look at the log file.
APRS-SCS log entries are in the raw packet format.

I did it this way to make it easier to debug problems while writing 
the software. It also gives the user the advantage of being able to 
look at the raw data either while the program is running or later by 
looking at the log file.

Another advantage is if you happen to see something happen of 
interest you can save what I call a memory file. Which is the saving 
of the raw packet received form. For those times that you might have 
said in the past "Gee I wished I had turned on the log feature".

Another advantage is when a user replayes a log file APRS-SCS saves 
the current map display along with all the forms. Before the log file 
is displayed the map and all forms are cleared and the log file is 
then displayed. After the log file is finished all the user has to do 
is click on the restore button and map and forms return to the way 
they where before the log file was replayed. This way you can look at 
a log file without loosing any of you current data.
