[aprssig] Unwanted IGATEing

I have a similar problem around here.  I can't find
the source yet though.  I am in Michigan and am
getting bombarded with "5" calls all over in "8" land.
 I have to find out how to limit incoming data as
well.  I wonder how I am getting all this traffic.
