[aprssig] Unwanted IGATEing

Since IGATEd outbound packets appear as 3rd party packets on air, you can
budlist (or suplist as the case may be) the guy on the local digipeaters.
Just monitor your TNC with a simple terminal program such as hyperterm to see
the raw packets.
