A bootable CD that contains all the software (and maps!) needed for the 
corresponding area would be nice. Just take a reasonably modern joe 
random laptop, put the cd in and boot and there you have it. Has this 
been done from a hamradio and/or emergency use? There are several 
live-cd distributions of Linux that could serve as a good starting 
point. Maybe combine that with a USB memory piece to store more specific 
configurations..
