I really like the USB memory idea. This looks better than a CD since it can 
be removed and safely stored in a weather-tight container, maybe survive 
the tough conditions at the site(s)  better.

Have to have no copy-protection or proprietary issues anywhere.

One concern is the quantity - let us discuss with a target of 12 operating 
sites, with at most one repeating site. Target data is operation management 
graphical display of assets (placed as objects on the map display without 
GPS units in the stations), asset deployment and daily reports (something 
to make it necessary to transmit in connected mode at least once per day, 
for maybe 10 minutes if the report is small).

Radio, TNC and computer is optional, although I suppose a computer-based 
TNC would be most optimal.
