Addressing Gregs other excellent comments:

Greg's table fails to show the exponential loading over
the whole area.  for example, a single W7-7 can generate
almost 200 copies compared to a W2-2 only generates 16.
Let me add these to his table:

Hops <= 1	4%      <==  4 copies
Hops <= 2	58%    <== 16 copies  <== standard users
Hops <= 3	89%    <== 36 copies  <== equal to 2.2 standard users
Hops <= 4	98%    <== 64 copies  <== equal to 4 standard users
Hops <= 5	99%    <== 100 copies <== equal to 6 standard users
Hops <= 6 99.5   <== 144 copies <== equal to 8 standard users
hops <=7  100     <== 196 copies <== equal to 12 standard users

So you can quickly see that just the 20% of 3-3 users is almost
equal to the entire load of the 58% of 2-2 users.  The 10% of
4-4 users is equivalent to 2/3rds of all the 2-2 users, etc...

So although we have gottem them down to fewer hops, they
still creat havoc hundreds of miles around them.
