[aprssig] WinLink Stations on 144.39

>From a practical standpoint even in a modestly active APRS environment the
WinLink station or it's users wouldn't be able to transmit most of the time.
Its not in their interests to try to butt heads with APRS. Way too many
stations that are in effect 'robots'
