[aprssig] WinLink Stations on 144.39

Actually, I probably wouldn't. While my station IS on the air and 
running as an IGate, I RARELY turn on the monitor any more. About the 
only time I look at the screen is a) when I'm mobile, b) during storm 
season, c) if the grass isn't growing...

APRS just hasn't held my interest much in the past couple of years with 
grad school, writing a dissertation, and other hobbies.
