I believe he addressed it in the earlier message, maybe indirectly..

"I will be using APRS as a method of announcing my presence once I
arrive at the base of the structure.  This strategy worked well last
year:"

I would assume this means that those interested in the contest will be
watching for his APRS presence.  I would also assume that he expects
for people to see him as he says this strategy worked well last year. 
In fact, since he's used this for four years, I expect it's worth the
trouble.
