APRS programs are supposed to be tolerant of both cases for the
N/S byte.  Hence a few years ago it was prposed that the case of
that byte could be used to convey user (human) activity at the
keyboard or mouse in the last 10 minutes.  It is a way for APRS
stations to quickly sort out what is a "lights-on-nobody-home"
station from one that actualy has a human at the computer doing
something.  We felt that too much of APRS is just 24/7 with no
humans, so we need a way to tell who is really participating
in the event...

This was proposed for APRS a year or so ago and some APRS programs
have implemented it since all programs are supposed to be indifferent to
case in that byte anway.  Thus it should be fully backwards compatible.

But maybe we have found somne applications that are not
intolerant to that byte?
