[aprssig] REJ Message

I sent an APRS message to a station today and instead of getting an "ack", I
received a "rej".  I assume this means my message was rejected.  I have
never encountered this before so I was just curious about what "rej" really
means and why or how one would use it.

I know the remote station in question is a D-700.  I have not spoken
directly to the operator to inquire about it yet.  Does the D-700 allow you
to reject messages?  Maybe this guy just doesn't want to talk to anyone. ;-)
