If the configuration is working as it's supposed to, the message size limit is 40k and non-executable attachments are allowed (eg, jpg, png, zip).

I'm not offering an opinion on whether those are right or wrong, those are just the system-wide defaults.  It's up to Stan to set the parameters for the lists he manages, and he might have changed those.
