[aprssig] APRS on expedition, but non ham?

I'm not advocating it, and I don't necessarily agree with it... but like
stations with tactical callsigns transmitting non-digipeated IDs, it seems
to be something that's done a lot for special events.  I was hoping someone
here would chime in and provide some more details, but I know it's come up
here in the past.  I THINK if you don't have the non-ham sending messages or
anything, it's considered an automated beacon... wouldn't really be any
different than putting a tracker on an unmanned balloon, for example.  The
non-ham isn't controlling what's sent, but they do have the ability to shut
it down if it causes a problem - though I'm not sure if that's a requirement
or not.

I'm sure there are some armchair lawyers (and maybe one or two real ones)
lurking here who could give you some more information.

Please let me know who deemed it acceptable for "third
parties" to operate, or otherwise do what may need to
be done with amateur transmitters.
If you have seen non hams operate ham transmitters you
may be on thin ice as well as those who have actually
carried or used the equipment.

I would not council others on the use of amateur
equipment if they are not licensed themselves.

I wanted to use amateur equipment so I got the
license.  I would not tell any non licensed person
that it is ok to use the equipment that demands a
license in order to use it.

That sounds like unlicensed operation.  Riley H. is
going after unlicensed truck drivers using 10 meters
illegally without a license.

Please let me know if I misunderstood what you were
saying.
