[aprssig] simple digipeater

The local radio club has built, prepped and tested an APRS Digi to be 
placed on Sentinel Dome in the park soon. We have been waiting for the 
local Tech to install it. It is a 25 watt radio using a Wxtrack, KPC-3 
and PEET U800 weather station.
