I think part of it is that summertime DX HF propagation over northern paths
suffers from absorption and blanketing due to lots of solar irradiation.
In fact, as solar flux increases, those phenomena get even stronger.  So
while looking at the SFI numbers, a DXer might think that the HF bands
should be wide open for F-layer skip, but don't hear anything.  (There is
propagation out to the Pacific but not many stations there...)  I
experienced this a lot from Seattle in the 1990s and 2000s.

When we get to the autumnal equinox and beyond, the HF bands will open up
again and higher solar flux will help rather than hinder those polar paths
during the day.  20 meters and 17 meters have been pretty good after sunset
when the D and E layers go away, especially near EU sunrise after 0300 UTC.

Cycle 25 has been pretty erratic so far - not unusual for the start of a
cycle - with days bursting up to an SFI of 150 or more followed by a week
of SFI around 100 (like now).  It's been rather oversold, IMO, and the
beginning of the cycle is welcome but not a panacea.
