[TangerineSDR] Local network configuration and monitoring of magnetometer.

As some of you know, I am working on a local net Setup, Configuration, and
Monitoring tool for RM3100 - based magnetometers.
At this point the tool is designed to give users visibility and control
over their personal magnetometer(s).
As currently conceived, there are several things that it does and does not
do:
*It does:*
- Provide the owner of the magnetometer a check of its status.
- Show activity measured over some recent period.
- Allow setup of metadata.
- Allow configuration and testing of new magnetometer setups.
- Require update of the runMag/multiMag utility to allow it to
communicate via named pipes.
- Require installation of other software (probably in Python) to create
interprocess and Web socket communication links.
*It may (later):*
- Allow real time modification of operating parameters.
- Allow comparison with INTERMAG or other other data within the local
interface.
- Allow projection of secured data to remote viewers and cell phones off
the local net. (low priority)
*It is not:*
- It is not an analysis tool *per se*.
- It is not meant to give visibility of real-time activity to users off
the local subnet.
- It does not interfere in publishing bulk data to the cloud repository.
- It is not directly integrated with the larger effort by HamSCI and
TangerineSDR to capture magnetometer instrument data into the Alabama
repository, though it could find a place there somewhere.
