[TangerineSDR] [HamSCI] In-Person HamSCI Workshop Cancelled Due to Coronavirus Concerns

A necessary decision - unfortunate but a hard call, made decisively and in
time for an alternative to take shape.  I enthusiastically support the
web-based proposal, realizing that the resources might not be available to
make it happen.
