[TangerineSDR] Updated Receiver ICD document

The Receiver Interface Control Document has been updated to version 03 and
uploaded to TangerineSDR.com

This updates the module pinouts to match how the actual prototype board has
been routed, adds jumper and resistor-select
options, and updates from the 4 months of tweaks during the board layout.
The main digital interface connector changed extensively.
