Notes from PSWS / TangerineSDR call of 04-20-2020

1. Discussion of GPS COCOM / ITAR altitude and velocity limits and the
relaxation of the regulations around 2014. This is related to the
University of Houston balloon project.

2. Lengthy discussion of frequency resolution versus observation duration.
TID time scales are on the order of 15 minutes or longer. Already have seen
WWV impacts on the order of 0.1 Hertz. Discussion of an efficient frequency
estimator algorithm, and establishment of the initial estimator.
