[TangerineSDR] PSWS Central Control System, Functional Specification V 0.1

Please see attached. This system is what Tangerine SDRs in data collection mode ("Use Case 1") will connect to.

Documentation for Firehose Mode ("Use Case 2") will be included in the Detailed Design Specification for the Local Host, as the Central Control System will have little or no involvement in that Use Case.
