[TangerineSDR] Magnetometer Spec update to V0.3

The magnetometer spec has been updated as a result of the 7/22/2019
TeamSpeak session.

1. Power supply is +5V only. I2C logic levels remain 3.3V.
2. Add new use case for direct connection to local host not involving Data
Engine.
