[TangerineSDR] Magnetometer Modules Specification Ver 0.1

Attached is preliminary Version 0.1 for the Magnetometer Modules (yes
plural).
It consists of 3 modules:

* Measurement Module (PNI RM3100)
* Local Extender Module (plugs onto the Tangerine SDR DE).
* Remote Extender Module (hosts the measurement module).

It uses one Ethernet CAT 5e / 6 cable to connect the remote device. The
cable is not compatible with Ethernet (just borrows the cable and
connectors).
SPI interface over 4 x RS485, plus phantom power over the SCLK lines
(so it all fits in 8 conductors).

Comments, brickbats, etc. encouraged.  Scotty - think about phantom
power....
