Notes from PSWS / TangerineSDR call of 08-12-2019

1. Pre-pend RFM moniker to the clock signals on the Receiver ICD.

2. Lengthy (and perhaps esoteric) discussion on clocks, trace routing,
and clock jitter.

Need to look at the M.2 connector on the clock module and clock routing.
May have a dummy board with feed-through for the low cost case.  Tom and
Scotty to work on the clock and DE ICDs respectively to describe the pin
assignments for both high precision and low cost cases.
