[nos-bbs] rip broadcasts in jnos

Hi,
as per my experience, problem arise when you have a dynamic/changing IP.
In that event, when an IP is changing the RIP server is non able to
re-synchronize with the new/current IP.
Problem could be mitigated by using clients type ampr-ripd/rip44ip
or by using other complex setups if you are fortunate enough to receive
RIP broadcasts at least on your ethernet interface.
