[nos-bbs] JNOS connect to BPQ

I have JNOS 2.0p running on a Pi and BPQ running on a Windows computer. My
JNOS compile bypasses the bbs permissions. I have a vhf port, hf port and a
couple of axudp ports to other packet nodes.

I have a connect command from the JNOS to the BPQ computer.
attach axudp bpq 192.168.1.49 10093 10093 n0mr-7
N0MR-7 is the node call on BPQ and not used in JNOS.

 I can connect to the bpq node or bbs fine but no one else can connect. It
acts like I as sysop have the only permission for this connection.

Am I using the correct attach command?
Is the flags number in the ifconfig listing connected to permissions and
what determines the flag number?
Anything else that I'm missing?
Is there a better method for this attach/connect?

I do have a map connection from bpq to JNOS that works fine.
