[nos-bbs] netrom related crashes

It is rare that I've had any problem with netrom with another JNOS station.

BPQ netrom connections have been a problem since starting using the Pi. We
found a partial solution is for the BPQ station to use INP3. I was told to
turn on the netrom G8BPQ parameter but I don't know if this helped. It did
not hurt.

Currently I still see JNOS initiating a netrom disconnect especially with
BPQ stations. Usually after disconnection the other station initiates a
connection immediately. I see these disconnects one to two times each hour.
This short interruption is not a problem for me. Previous to the BPQ
station using INP3, disconnects would last for hours and sometimes days. It
is rare, but I have seen my JNOS initiate a netrom disconnect with another
JNOS station. Reconnect is immediate.

I don't have any software crashes. I reboot JNOS weekly. It is rare that I
reboot or update the Pi.
