[nos-bbs] JNOS retry frequency and randomness

I was thinking there was an issue with compatibility with my TNC with
JNOS, but I am now using JNOS with the AGW interface on direwolf.  It
seems that retry time is long, and the frequency is varied.  I am not
sure if this is on purpose to avoid network congestion or collisions.
I am wondering if this behavior can be changed.  If so, I would love
to know.
